New Mexico's drug overdose death rate has been significantly higher than the national rate for many years. The primary drivers of the increase in drug overdose deaths over the past few years are illicit street drugs (non-prescribed), methamphetamine, and fentanyl in particular. Over 85% of drug overdoses in New Mexico are due to illicit street drugs. Notwithstanding the increase in drugs, overall, deaths due to prescription drugs continue to decrease.

Jose Ramirez is repeatedly called upon to serve as a panelist with the New Mexico Medical Review Commission. The Medical Malpractice Act mandates the screening of all applications of alleged medical malpractice against a qualified medical provider by the Medical Review Commission. The Act provides for three-panel members from the medical profession and three panel members from the State Bar to review each application.
